Consumables and Supply Management
Consumables can be managed by us or retained by you, and the only wrong answer is leaving it unstated. Where we manage it, we hold stock levels, replenish during the scheduled visit and flag reorders before anything runs out.
Running out of paper in a restroom is a small problem that generates a disproportionate amount of irritation, and it is almost always caused by ambiguity rather than by negligence.
Decide Who Owns It, in Writing
Either the contractor manages stock and reordering as part of the specification, or your own staff do. Both work. What fails is the arrangement where it was mentioned at the walkthrough, assumed by one side, and never written down. Every run-out we have seen traces back to that.
Dispensers Dictate the Consumables
This is the practical constraint people forget. Your dispensers accept particular formats, and changing supplier frequently means changing dispensers. Before switching to a cheaper consumable, check it fits what is on the wall, because the saving evaporates the moment the dispensers have to be replaced.
Usage Is Measurable, and Worth Measuring
A restroom serving a known headcount consumes a reasonably predictable quantity. Where consumption departs sharply from that, something is happening: a dispenser malfunctioning and over-feeding, stock walking, or a headcount that has grown without anyone adjusting the standing order. It is worth noticing rather than absorbing.

Should we manage consumables ourselves or have you do it?
Either is fine. What matters is that the specification says which, because an unstated arrangement is the cause of virtually every run-out.
Can you supply cheaper consumables?
Possibly, but check the format against your dispensers first. A cheaper roll that does not fit what is on the wall costs more once the dispensers are replaced.
