Five Boroughs, Four Kinds of Building
The five boroughs do not present one market. Manhattan is governed by building access and by prewar commercial stock in which the tenant, not the landlord, contracts the cleaning. Brooklyn is largely converted industrial space with high-level structure that a floor-level specification never reaches. Queens splits between newer commercial floors and long corridors of small independent retail. The Bronx concentrates very heavy footfall onto small retail floors. Staten Island is low-rise with direct street access and, usually, no managing agent at all.
A specification that ignores those differences will be wrong in at least four of the five. Each borough page below sets out what actually governs the work there.
